ASEAN Power Grid Interconnections Project Summary
Overview
The
ASEAN Power Grid (APG) aims to enhance regional power interconnectivity as part of ASEAN's energy strategy, supported by the
ASEAN Centre for Energy (ACE) and the Heads of ASEAN Power Utilities/Authorities (HAPUA) Working Group 2. Th is project, endorsed by the 42nd ASEAN Ministers on Energy Meeting (AMEM) under the Lao PDR's 2024 Energy Priority Economic Deliverable (PED) #8, seeks to facilitate renewable energy utilization and grid resilience. Th e APG Interconnection Project Profile provides a high-level summary of 18 prioritized interconnection projects identified through the ASEAN Interconnection Masterplan Study (AIMS) III. Publicly releasing this document promotes transparency in development and assists researchers, financial institutions, and development partners in supporting APG infrastructure.
Details of the APG Prioritized Interconnections
- Peninsular Malaysia – Singapore: Existing interconnection at 525 MW capacity via HVDC line; planned upgrades to 1,600 MW for increased renewable exchange.
- Thailand – Peninsular Malaysia: Existing 300 MW HVDC line; planned expansion to 1,043 MW. An existing HVDC converter station faces obsolescence, with pre-feasibility studies approved.
- Peninsular Malaysia – Sarawak: Planned 1,600 MW HVDC interconnection, scheduled for operation by 2026.
- Peninsular Malaysia – Sumatera: Development in progress (planned 600/7,000 MW); supported by U.S. Trade and Development Agency (USTDA).
- Sarawak – Kalimantan: Existing 230 MW capacity; future expansion planned to 830 MW.
- Philippines – Sabah: Feasibility study supported by USTDA for 500 MW interconnection.
- Sarawak – Brunei Darussalam: In progress (planned between 2025 and 2028).
- Sabah – Sarawak: Existing interconnection (30–50 MW capacity); delayed to 2024.
- Thailand – Lao PDR: Six existing interconnections totaling 5,935 MW for energy exchange.
- Lao PDR – Vietnam: Planned 500 MW grid-to-grid interconnection.
- Thailand – Myanmar: Feasibility studies ongoing for 365 MW interconnection.
- Vietnam – Cambodia: Existing 200 MW capacity; plans to upgrade to 650 MW.
- Lao PDR – Cambodia: Existing 300 MW capacity; planned upgrades to 1600–600 MW.
- Thailand – Cambodia: Existing 250 MW; planned 650 MW interconnection spanning 112 km.
- Sabah – Kalimantan: Feasibility study supported by USTDA.
- Sumatera – Singapore: Planned 1,600 MW HVDC interconnection by 2030.
- Lao PDR – Myanmar: Existing 30 MW capacity with planned upgrades.
- Internal Indonesia: Includes planned interconnections between Java-Kalimantan and Sumatera-Java.
Benefits of Interconnectivity
- Renewable Energy: The APG will allow cross-border renewable energy exchange, contributing up to 44% of the region’s 2025 renewable energy capacity goals. The region needs 24,585 MW of interconnection capabilities by 2040 to support renewable growth.
- Socio-Environmental: Renowned as a key driver for green jobs (an estimated 130,000 solar and wind-related jobs by 2040) and avoiding approximately 60 million tons of fossil fuel consumption by 2040.
- Economic Impact: Higher renewable integration reduces fuel costs (up to $25.72 billion savings by 2040), offsetting up to $2.98 billion in interconnection build costs. It aids economic growth and attracts foreign investment.
Way Forward
- Conduct regional transmission planning through the AIMS study to maximize synergy and resilience among utility grids.
- Regularly update AIMS and project profiles to reflect current reforms, priorities, and cross-country agreements, thereby streamlining processes.
- Continue detailed planning and feasibility studies, ensuring projects are technically, economically, and environmentally viable.
- Promote multilateral
electricity trade to advance the development of a common power market using cross-border interconnections. - Explore innovative financing mechanisms through partnerships with development partners, international agencies, and private entities to ensure the
funding of ambitious APG goals and infrastructure projects.
The
continued enhancement of interconnectivity not only links ASEAN countries but also strengthens the foundation for sustainable development, energy security, and regional prosperity.
