The Global Adult Tobacco Survey (GATS) is a standardized global initiative aimed at monitoring adult tobacco use and tracking key tobacco control indicators. It provides countries with reliable data to support the design, implementation, and evaluation of tobacco control programs, particularly in fulfilling obligations under the WHO Framework Convention on Tobacco Control (FCTC). In Panama, GATS was conducted in 2013 by the Gorgas Memorial Institute for Health Studies (ICGES), under the coordination of the Ministry of Health, using a multi-stage, geographically clustered sample design. A total of 19,603 households were surveyed, resulting in 16,962 completed individual interviews with an 88.4% response rate.
Main Objectives of GATS

Key Findings
Tobacco Use
- Current tobacco smokers: 6.1% of the overall adult population (163,000 adults).
- Current cigarette smokers: 5.8% of the overall population (8.9% of men, 2.7% of women).
- Daily cigarette smokers: 2.4% of the overall population (3.6% of men, 1.2% of women).
- Current smokeless tobacco users: 0.8% of the overall population (1.0% of men, 0.5% of women).
Cessation
- 62.1% of men, 71.8% of women, and 64.4% overall were current smokers who planned to or were thinking about quitting.
- 44.4% of men, 48.2% of women, and 45.2% overall made a quit attempt in the past 12 months.
- 63.7% of men, 53.0% of women, and 60.4% overall were advised by a healthcare provider to quit in the past 12 months.
Secondhand Smoke Exposure
- 5.6% of adults (157,000) were exposed to tobacco smoke in restaurants.
- 4.4% of adults (118,000) were exposed to tobacco smoke at home at least monthly.
- 5.6% of adults (41,000) were exposed to tobacco smoke at the workplace.
Economics of Tobacco Use
- The average monthly expenditure on manufactured cigarettes was 72.6 USD.
- 36.3% of current manufactured cigarette smokers purchased illegal cigarettes in the past 12 months.
- The cost of 100 packs of manufactured cigarettes was 5.9% of Panama's 2013 per capita GDP.
Media and Marketing
- 60% of adults noticed anti-cigarette smoking information on television or radio.
- 20% of adults noticed cigarette marketing in stores where cigarettes are sold.
- 30% of adults noticed cigarette marketing (other than in stores) or sporting event sponsorship.
- 27.8% of current smokers noticed cigarette marketing in stores.
- 31.6% of current smokers noticed cigarette advertisements or promotions outside of stores.
Knowledge, Attitudes & Perceptions
- 90.6% of adults believed smoking causes serious illness.
- 87.5% of adults believed breathing other people's smoke causes serious illness in non-smokers.
- 83.3% of adults were aware of the law prohibiting smoking in public places.
- 80.1% of current smokeless tobacco users believed it causes serious illness.
