The study analyzes the effect of COVID-19 mobility measures on trade facilitation at borders in the Central Asia Regional Economic Cooperation (CAREC) region using monthly bilateral time data. Key findings include:

• Impact of Restrictions: Border-crossing time increased by up to 70% when mobility restrictions were tightened, with cumulative outbound time rising by 70% and inbound by 50%.
• Outbound vs. Inbound Differences: Outbound crossings were more affected in magnitude but recovered faster compared to inbound crossings, which had longer-lasting impacts.
• Cross-Border Effects: Tightening restrictions in a trading partner also increased crossing times in the own country.
• Containment Measures Alone: Among different restriction types, international border controls had the highest impact on inbound crossing delays.

These findings highlight the importance of coordinated policies and digital trade facilitation to address heterogeneity and improve crisis response.
