Interactions Between Climate Change and Road Safety Measures in the CAREC Region
This report by the Asian Development Bank (ADB) explores the intersection of climate change mitigation and road safety. A methodology and tool were developed to assess the climate impact of road safety measures and vice versa.
Road safety measures, such as speed reductions and shifts toward public transport, reduce CO₂ emissions. Climate actions like electric vehicle (EV) adoption and modal shifts also lower emissions. Post-crash emissions from emergency response, healthcare, property damage, and traffic disruptions were considered, with traffic disruptions proving particularly significant.
Key findings for the case study countries:
- Georgia is projected to exceed its 50% fatality reduction target by 2027 and achieve a ~35% reduction in crash-related CO₂ emissions.
- Mongolia and the Kyrgyz Republic face challenges due to population growth, resulting in lower projected reductions (~30–31%).
Methodologically, the study reveals:
- Promoting EVs enhances safety through advanced tech but poses pedestrian risks (addressed via acoustic regulations in some regions).
- Active transportation infrastructure (pedestrian/cyclist safety) balances climate and safety goals by reducing reliance on fossil fuels.
- Demand modeling shows that reducing car travel is resource-intensive compared to fare adjustments.
Limitations include model structure (simplification of interactions) and insufficient data, especially for combined measures. Opportunities lie in fostering regional cooperation and evidence-based policymaking among CAREC countries.
Overall, integrating road safety and climate strategies offers a win-win for sustainable development.
