International EMF Project: Assessing Health Risks from Electromagnetic Fields (0-300 GHz)

Overview

Launched in 1996 by WHO to address public concerns.
Objective: Develop scientifically sound health risk assessments, encourage research, promote harmonized standards, and provide information on risk communication and management.
International Advisory Committee (IAC): Provides oversight and peer discussion (over 50 national authorities, international organizations, and WHO CCs).
Management: Under the Radiation Programme in WHO Headquarters, Geneva. Faces challenges in alignment between planned activities and resources.
Funding: Relies on voluntary contributions from participating countries and organizations.

Membership & Collaboration

Membership: Open to any WHO Member State department of health or relevant national institutions (>50 involved). New representatives from Kenya, India, Ecuador, Italy, and others have joined or been delegated.
Collaboration: Works formally with NGOs (e.g., IARC, ICNIRP, COST Action BM0704), international organizations (WHO, ILO, ITU, EU Commission), and WHO Collaborating Centres (e.g., ARPANSA, BfS, UK HPA). Ad-hoc collaborations also exist.

Risk Assessment & Scientific Activities

EHC Monographs: Assesses health risks related to EMF for residential, occupational, and environmental exposure. Current focus is on revising EHC for Radiofrequency Fields using data from IARC and newly peer-reviewed literature.
Research Coordination: Encourages a focused research agenda (last update in 2010). The WHO Research Agenda is used as a basis by funding agencies.
Research Database: Maintains an online database of EMF research projects (though recommended support has shifted to linking with external databases such as FEMU and IEEE ICES).

Risk Management Activities

Model Legislation: Provides legal frameworks for EMF protection, recommending adherence to ICNIRP and IEC/IEEE standards.
Standards Database: Provides a web-accessible database for internationally adopted EMF exposure limits. A new interactive platform is being considered.
Local Authorities Brochure: Provides guidance for municipalities on approving mobile phone base stations.
Country Focus: Provided technical support and participated in workshops in Kenya, Ecuador, Palestine, and Japan.

Risk Communication Activities

Enquiries: Regularly handles inquiries from governments, media, and the public. Translation and response support is provided via IAC.
Website Information: Operates an EMF Project website and translated fact sheets to promote understanding and risk dialogue among Member States.
Education Programs: Offered an online course on Methodology in Bioelectromagnetics Research, co-sponsored courses on Bioelectromagnetics and Medical Applications.
Publications: Fact sheets and publications on EMF topics were formally approved and widely distributed. Bioelectromagnetics research is featured.
