COLOMBIA: PROGRAMMATIC STRATEGIC ENGAGEMENT ON PUBLIC SECTOR MANAGEMENT AND GOVERNANCE
1. Overview
This document outlines the World Bank's strategic engagement in public sector management and governance in Colombia, focusing on both national and subnational levels. The program is designed to support the Government's reform agenda in a demand-driven and flexible manner, aiming to improve government management, service delivery, and competitiveness. It aligns with the National Development Plan (NDP) and the Country Partnership Strategy (CPS) by promoting Good Governance and Regional Development and Integration.
The Programmatic Knowledge Services (PKS) is a multi-year initiative (FY12–13) led by the Public Sector Management and Governance Unit (LCSPS). It is structured around two main areas of engagement:
- Strengthening National Government Management Institutions (NGMI)
- Enhancing the decentralization framework and subnational government capacities
The program includes annual reviews and is guided by an Advisory Group. It also emphasizes the use of results indicators and targets for performance monitoring.
2. Overall Trend of Public Sector Reforms in Colombia
Colombia has made significant progress in public sector reforms over the last decade, particularly in National Government Management Institutions (NGMI).
Key Reforms and Progress:
- Tax Policy and Collection: Reforms such as Law 1430 and Decree 4825 aim to increase the revenue-to-GDP ratio and improve tax efficiency. The MUISCA system has enhanced tax administration, reducing non-compliance and improving efficiency.
- Fiscal Sustainability: A new fiscal rule and constitutional amendment have been introduced to ensure fiscal sustainability across all public authorities.
- Public Sector Performance Evaluation (SINERGIA): This system tracks progress toward the National Development Plan and provides data to the President for transparency and accountability.
- Budget Timeliness: Colombia has improved the accessibility and timeliness of budget information, ranking well in the region.

3. Reforms and Pending Agenda in NGMI
Revenue Side Reforms:

- The Integrated Income, Service, and Management Model (MUISCA) has matured and contributed to improved tax administration.

- The Treasury Single Account (TSA) is being implemented to streamline public financial operations and reduce domestic debt.
- The budget process is currently split between the DNP (investment budget) and MHCP (current budget), leading to inefficiencies and lack of integration.
Pending Agenda:
- Better coordination between DNP and MHCP is needed to integrate their PFM processes.
- A medium-term expenditure framework, enhanced budget classification, and performance-based budgeting are critical for future reforms.
- The Government aims to develop a "smart tool for public policy" that ensures transparency, efficiency, and accountability in budget management.
4. Bank Engagement and Proposed Strategy
Phases of Bank Support:
- Phase 1 (1993): Supported the establishment of public management frameworks and early stages of SINERGIA.
- Phase 2 (2001): Supported the development of key systems like SIIF-NACION, SUIFP, and MUISCA, as well as the strengthening of SINERGIA and SIGOB.
- Phase 3 (2009–Present): The "Consolidation of Public Management Systems" Project is addressing remaining challenges in operationalizing these systems.
Proposed Strategy:
- Continue supporting the implementation of SIIF-NACION, MUISCA, and TSA.
- Provide technical assistance and knowledge sharing through Programmatic Knowledge Services (PKS).
- Conduct functional reviews of budget processes and expose the Government to international best practices in performance-based budgeting.
- Support the "Program to Strengthen Sub-national Institutional Capacities" as mandated by the National Development Plan.
5. Reforms and Pending Agenda in Decentralization Framework
Decentralization Context:
- Colombia has over 20 years of decentralization, but continues to refine its intergovernmental framework.
- The focus is on balancing central control and local autonomy, ensuring equitable resource distribution, and improving efficiency in public spending.
Key Reforms:
- Law 550 and Law 617 have helped SNGs improve fiscal responsibility and manage debt.
- Decree 28 (2009) introduced a system to monitor and enforce compliance with service delivery goals through risk thresholds and corrective measures.
- Royalty Reform (Decree 373, 2011): Aims to improve the efficiency of royalties and ensure transparency in resource allocation.
- Territorial Entities Land Management Law (2011): Promotes coordinated, large-scale projects through investment associations and introduces "contrato-plan" for intergovernmental coordination.
Pending Agenda:
- Strengthening subnational institutional capacities to improve service delivery.
- Addressing weak internal organization and inefficient procurement practices.
- Reforming judicial embargoes to prevent misuse and ensure fair resource allocation.
6. Bank Engagement and Proposed Strategy for Decentralization
Bank's Role:
- The Bank has extensive experience in supporting Colombia's decentralization reforms.
- It has provided knowledge services through projects like "Colombia Programmatic Decentralization Support" and "Colombia Programmatic Knowledge Services."
Proposed Strategy:
- Support the implementation of performance-based transfers and royalty reforms.
- Assist in the development of technical and advisory bodies like the "Comisión de Ordenamiento."
- Enhance subnational capacity in financial management, procurement, and service delivery.
- Continue to provide technical assistance and international best practices through PKS.
7. Resource and Implementation Plan
- Timeline: Activities will be implemented from FY12 to FY13.
- Budget: The budget is allocated to support the proposed activities and knowledge dissemination.
- Team Composition: Includes sector specialists and economists from LCSPS and other relevant units.
- Quality Review and Monitoring: Activities will undergo internal quality reviews (QERs) and monitoring processes to ensure effectiveness and alignment with national goals.
