Kuala Lumpur Declaration on Ageing: Empowering Older Persons in ASEAN

Background

The 2015 declaration, adopted during the 27th ASEAN Summit, addresses the growing elderly population in ASEAN, projected to increase from 59.5 million to 127 million by 2035. It emphasizes empowering older persons through a rights-based approach, inclusive development, and collaboration among ASEAN members to enhance well-being and address challenges.

Key Actions

The declaration sets 10 regional actions:

1. Promote shared responsibility for healthy ageing by supporting families, caregivers, and communities.
2. Foster intergenerational solidarity via awareness campaigns on older persons' rights and issues.
3. Eliminate age and gender-based maltreatment through equitable access to services, legal protections, and support systems.
4. Mainstream ageing into national policies, including flexible employment and retirement frameworks.
5. Develop expertise in gerontology, geriatrics, and care worker training to meet service demands.
6. Enhance data collection and evidence-based policies through research and harmonized statistics.
7. Strengthen stakeholder capacity for coordinated, effective service delivery at local, national, and regional levels.
8. Encourage older persons' associations and networks for dialogue and advocacy.
9. Promote age-friendly communities with sustainable infrastructure and technology.
10. Build partnerships and regional collaboration with dialogue and development partners for implementation and resource provision.

Implementation

The ASEAN Ministerial Meeting on Social Welfare and Development leads implementation, supported by ASEAN bodies, civil society, and private sector partners to ensure effective execution across member states.
