Summary of Key Recommendations
Institutional Set-up for Tracking Poverty & Social Exclusion
The MLPSFSP should establish a formal institutional arrangement with other stakeholders (Tax Administration, MJPADT, CBS) to define data access, IT infrastructure for secure data exchange, and responsibilities for estimating and analyzing indicators. The following four implementation options are proposed:
Option 1: MLPSFSP-led implementation
- Requires direct access to microdata, secure IT infrastructure, and staff with econometric skills
- Suitable for full control but demand-intensive
Option 2: Joint implementation with Tax Administration
- Tax Administration handles data processing and AROP calculations
- MLPSFSP focuses on analysis and reporting to leverage complementary expertise
Option 3: Joint implementation with MJPADT
- Utilizes the MJPADT's Data Lake infrastructure for secure data exchange
- Requires resolving data access mechanisms
Option 4: Joint implementation with CBS
- CBS computes statistics, either as implementer or facilitator
- Requires institutional agreement and resource allocation
Monitoring System Development
A comprehensive monitoring system is proposed to track poverty (AROP/AROPE-S rates) and social exclusion indicators at NUTS 3/LAU levels. Core components include:
