Energy Efficiency Indicators Summary
Core Content
The International Energy Agency (IEA) provides energy efficiency indicators to assess and monitor energy use and efficiency across its 30 member countries and beyond. These indicators are based on national data collected since 2009, and are used to evaluate the effectiveness of energy efficiency policies, track trends, and understand the drivers of energy demand.
The report highlights the importance of energy efficiency as a critical factor in achieving sustainable energy transitions, reducing energy bills, addressing climate change, and improving energy security. Despite this, global policy coverage remains limited, with only 32% of energy use currently subject to efficiency policies.

Key Trends in IEA Countries
Global Decoupling
- Between 1990 and 2016, GDP more than doubled, while total primary energy supply (TPES) grew by 57%.
- Energy intensity (TPES/GDP) decreased by 34%, with larger reductions in non-OECD countries like China (over 70%).
Sectoral Energy Use
- Transport was the largest end-use in IEA countries, accounting for 36% of final energy consumption in 2016.
- Manufacturing industry followed with 23%, and residential sector with 20%.
- Passenger cars alone used more energy than the residential sector and contributed significantly to CO₂ emissions.
Energy Efficiency Gains
- Energy efficiency improvements have kept total final energy consumption (TFC) in IEA countries roughly the same as in 2000.
- Without these gains, TFC would have been 16% higher.
- Efficiency savings reached approximately 21 EJ in 2017, equivalent to the combined final energy consumption of Germany, France, and the UK.
Residential Sector
- Space heating accounted for nearly half of residential energy use, with the highest shares in Hungary (75%) and the UK (71%).
- Energy intensity per floor area decreased in most IEA countries, with notable reductions in Netherlands, Portugal, Germany, and Ireland.
- Warmer countries generally have lower space heating intensities due to reduced heating demand.
Industry and Services
- Ferrous metals and chemicals were the largest energy-consuming sub-sectors in manufacturing, accounting for 21% each.
- Machinery had the lowest energy intensity among manufacturing sub-sectors.
- Services had lower energy intensity than all manufacturing sub-sectors.
- Economic shifts from manufacturing to services reduced energy demand by about 25%.
Transport Sector
- Road transport dominates energy use in transport, with passenger cars and freight vehicles accounting for 86% of road energy consumption.
- Passenger transport intensity (energy per passenger-kilometre) was higher in countries like the US due to the use of SUVs and domestic flights, while France had lower intensity due to rail transport.
- Efficiency gains in transport were slower, especially for freight, with few IEA members implementing truck fuel economy standards.
New Features in This Edition
- Mexico became the 30th IEA member in 2018 and is included for the first time.
- Turkey was added due to improved data coverage and energy efficiency indicators.
- A new section includes non-member countries such as Morocco, Armenia, Belarus, and Ukraine, supported by the EU4Energy project.
- A new regional aggregate (IEA) was introduced to provide a cross-sectoral overview of energy use and efficiency trends.
