3. Planning Horizon
- The planning horizon for water projects should be extended to allow for more comprehensive planning and implementation.
- DDPs should be fully integrated with the budgeting process to ensure long-term sustainability.
4. Technical Support
- A technical support structure is needed to handle complex projects such as small piped systems (SPS).
- Roles and responsibilities of all stakeholders (DWD, TSU, DWOs, private sector, etc.) should be clearly defined.
5. Supply Chain Development
- A standardized pricing system for drilling and BoQ items should be adopted to streamline the contracting process.
- Joint contracts with drilling companies can lead to economies of scale and faster service delivery.
6. Procurement Process
- The DWD should develop practical and enforceable procurement guidelines.
- Decentralized procurement should be more flexible to improve quality and sustainability of water source protection.
7. Monitoring and Evaluation (M&E)
- Strengthening M&E mechanisms is crucial for tracking progress and identifying inefficiencies.
- The M&E process should be integrated with the planning and budgeting cycle to ensure accountability and transparency.
8. Equity Among Districts
- Efforts should be made to ensure more equitable allocation of resources to districts.
- The FDS and other mechanisms should be used to address disparities in funding and service delivery.
9. O&M Strategy
- A more comprehensive and effective O&M strategy is needed to ensure the long-term sustainability of water schemes.
- Ownership of schemes should be clearly defined to improve community responsibility and maintenance.
Conclusion
The BSI has played a significant role in Uganda's rural water supply and sanitation sector, although challenges remain in terms of implementation speed, equity in funding, and long-term sustainability. Strengthening the planning process, improving transparency in procurement, and enhancing O&M strategies are essential for the continued success of the BSI and the overall development of the sector. The involvement of communities and the private sector, along with improved coordination at the district level, will be critical to achieving the Millennium Development Goals (MDG) in this area.
