The CSIS Europe Program E-Watch for June 2006 is a monthly bulletin that highlights upcoming and recent events, analyses, and publications related to European and transatlantic affairs. It is produced under the direction of Robin Niblett, Executive Vice President and Europe Program Director, and includes contributions from Simon Serfaty, who holds the Zbigniew Brzezinski Chair in Global Security and Geostrategy. The bulletin is supported by The German Marshall Fund of the United States.

Integration

• EU Constitution efforts: France and Germany announced an 18-month plan to revive the EU Constitution starting in 2007.
• Immigration Policy: EU struggles to agree on a common immigration policy, especially with Spain facing illegal immigration from Africa.

Counterterrorism

• EU-U.S. Cooperation: EU report reveals 14 countries colluded with the U.S. in terror suspect transfers; two may have harbored secret CIA prisons.
• Data Transfer Deal: EU-U.S. data transfer agreement for airline passengers was annulled by the European Court of Justice.
