报告摘要
This policy brief highlights the need for sustainable high-speed rail (HSR) development in India due to rapid urbanization and economic growth, which have surged transportation demand. The study proposes five key lessons for Indian policymakers to plan and build capacity for HSR implementation, drawing from global experiences. Lesson 1 emphasizes inclusive planning by connecting HSR with existing transport networks and conducting forward-looking demand modeling. Lesson 2 focuses on financial sustainability through public–private partnerships (PPPs), addressing risks and capacity gaps in Indian rail development. Lesson 3 suggests leveraging non-fare revenues from advertisements and other sources to improve financial viability. Lesson 4 stresses strengthening innovation through research and development, internships, and collaboration between government, industry, and academia. Lesson 5 advocates for technology transfer and indigenization, such as adopting Japanese Shinkansen technology, to enhance HSR outcomes and support long-term growth. The brief underscores that India's HSR success depends on maximizing efficiency and aligning with initiatives like “Make in India.”
