The Strategic and Technical Advisory Group on Infectious Hazards with Pandemic and Epidemic Potential (STAG-IH) was established by the WHO Director-General in 2019, revised in 2022, to provide independent advice on infectious diseases that pose threats to global health security. The group complements existing WHO mechanisms like the Independent Oversight and Advisory Committee (IOAC) and IHR emergency committees.

Key Functions

• Provide independent assessments of global infectious disease contexts, including emerging zoonoses.
• Advise WHO on prioritizing strategies and activities for prevention, preparedness, and response.
• Support coordination and oversight of WHO's infectious hazard mechanisms upon request.
• Review information on new diseases and outbreaks, offering advice on investigation, prevention, control, research, and innovation.
• Support WHO in providing technical advice to external groups on infectious hazards.

Composition and Terms

• Up to 25 members, appointed by WHO in personal capacities for up to 3 years, subject to reappointment.
• Members must be experts with diverse disciplines, geographical representation, and gender balance.
• Appointments involve conflict-of-interest declarations and evaluations to ensure impartiality.
• The Chairperson chairs meetings and liaises with WHO, with eligibility for reappointment as a member but only one term as Chair.

Operation

• Hold at least one annual meeting (in-person or virtual), with options for open or closed sessions.
• Meetings require a quorum (two-thirds members); open sessions allow observers, while closed sessions are restricted.
• Members are expected to actively participate, attend meetings, and submit recommendations via consensus or minority opinions.
• WHO provides secretarial support, and all recommendations are advisory to WHO.

Other Provisions

• STAG-IH members do not receive remuneration but may incur travel costs.
• Information and documents are confidential; WHO controls publication.
