SIDS High-level Technical Meeting on NCDs and Mental Health Summary

Background

The World Health Organization (WHO), the Pan American Health Organization (PAHO), and the Government of Barbados are co-hosting a High-level technical meeting on noncommunicable diseases (NCDs) and mental health. This event is organized in response to the significant health and economic burden caused by NCDs, exacerbated by the impacts of climate change and the COVID-19 pandemic on Small Island Developing States (SIDS). The meeting follows the virtual WHO SIDS Summit for Health held in July 2021 and serves as a precursor to the SIDS ministerial conference on NCDs and mental health, scheduled for June 2023 in Barbados.

Purpose

The primary goal of the meeting is to:

• Build political momentum for the upcoming SIDS ministerial conference on NCDs and mental health.
• Promote increased domestic action and international cooperation in addressing NCDs and mental health in SIDS.

Objectives

The meeting aims to achieve the following objectives:

• Discuss progress, challenges, and opportunities for scaling up multisectoral actions on NCDs and mental health, in line with commitments made at the SIDS Health Summit 2021 and the SAMOA Pathway.
• Present and analyze the WHO NCD Implementation Road Map 2023-2030, focusing on its application in SIDS and its relevance to addressing climate change and the COVID-19 pandemic.
• Share experiences from SIDS countries on multisectoral and multistakeholder strategies, particularly in areas such as:
  • NCDs and mental health in the context of climate change and health emergencies.
  • Obesity prevention and food systems.
• Identify key recommendations to be included in the outcome document for the subsequent SIDS ministerial conference, which will be used to scale up action on NCDs and mental health.

Expected Outcome

The meeting is expected to produce a report with key recommendations, which will act as the zero draft for the negotiated outcome document of the SIDS ministerial conference on NCDs and mental health in June 2023. This document will guide the SIDS countries in their efforts to improve health outcomes and achieve SDG target 3.4, which aims to reduce premature mortality from NCDs and mental health conditions by one-third by 2030.

SIDS Ministerial Conference on NCDs and Mental Health (14-15 June 2023)

The outcomes of the technical meeting will inform the SIDS ministerial conference on the prevention and control of NCDs and mental health, which will be held in hybrid mode (virtual and in-person in Bridgetown, Barbados). The conference will focus on:

• Transforming the capability of SIDS countries to proactively respond to NCDs and mental health challenges.
• Effectively delivering health outcomes to align with global health goals, including SDG target 3.4.
• Establishing a framework for international collaboration and policy alignment.

The outcome document from the June 2023 conference will serve as an input for the preparatory process leading to the fourth High-level meeting of the United Nations General Assembly on NCDs in 2025 and future global mental health summits.

Participants and Engagement

The meeting will engage a wide range of stakeholders, including:

• Heads of state and government.
• Ministers of health from WHO SIDS Member States.
• Technical experts from regional and subregional bodies.
• Partner governments and agencies.
• Civil society and youth representatives.
• Public-private partnerships and academia.

This diverse participation is intended to foster multisectoral collaboration and ensure that the perspectives of all relevant actors are included in the discussions and recommendations.
