The assessment used the IMF's Data Quality Assessment Framework (DQAF) to evaluate Zimbabwe's public sector debt statistics (PSDS) under the Public Debt Management Act 2015. Key strengths include a clear legal and institutional environment managed by the Public Debt Management Office (ZPDMO), professional integrity in data handling, and steady improvements in timeliness and comprehensiveness. However, gaps exist in methodological consistency, full data coverage (e.g., local governments and special instruments like SDRs), limited system integration, and insufficient metadata and accessibility.
Recommendations call for upgrading the DMFAS system, expanding data coverage to avoid double-counting, enhancing metadata for better user engagement, and implementing a revision policy. Overall, Zimbabwe's PSDS are improving but require prioritized actions to enhance transparency, accuracy, and serviceability for users.
