The United Nations Conference on Trade and Development (UNCTAD) conducted a technology assessment (TA) of agrivoltaics for controlled-environment crop production (ACE) in Seychelles as part of a pilot project to accelerate science, technology, and innovation (STI) in Africa. Agrivoltaics integrates solar photovoltaic (PV) systems with controlled-environment agriculture to address challenges like food and nutrition insecurity, climate vulnerability, and energy sustainability. The assessment revealed that ACE offers opportunities for year-round crop production, reduced energy costs, and environmental benefits, but faces barriers including high initial investment, regulatory gaps, limited access for marginalized groups like women and low-income farmers, and weak national innovation system linkages.
Key findings showed that while Seychelles has supportive policies such as the National Development Strategy and Climate-Smart Agriculture Strategy, weaknesses include inadequate funding, lack of regulations for PV-integrated agriculture, and insufficient institutional capacity. Through stakeholder engagement, including focus group discussions and expert input, the assessment identified that agrivoltaics could enhance land use efficiency and create economic opportunities but risks exacerbating inequalities if not managed inclusively.
Based on the analysis, 11 policy recommendations were proposed, such as developing regulatory task forces for PV integration, reviewing the Seychelles Energy Policy 2010-2030, facilitating access to funding mechanisms, enhancing training and R&D, and ensuring inclusive implementation. The TA highlights Seychelles' emerging vulnerability to global food supply disruptions and emphasizes the need for a coordinated approach to build resilience through STI.
In conclusion, the assessment underscores the potential of agrivoltaics to support Seychelles' sustainable development, but calls for urgent policy action to address barriers and ensure equitable benefits.
