Summary
This study analyzes the impacts and spillovers of a low-cost, multifaceted economic inclusion program implemented in Chad. The program, designed to complement a government cash transfer initiative, includes group savings promotion, micro-entrepreneurship training, and a cash grant. A randomized controlled trial (RCT) found that the intervention significantly improved household consumption and welfare among participants, with food consumption increasing by 13% and a composite welfare index rising by 0.17 standard deviations. These gains are linked to increased labor reallocation, higher incomes, and enhanced women's empowerment.
The study also demonstrates positive local spillovers on non-participant households, with similar improvements in consumption and economic activities. The program is cost-effective, with a high internal rate of return (73%) when accounting for spillovers. Despite its low cost and streamlined design, the intervention achieves substantial poverty reduction and broader economic benefits within the local economy, offering insights for scaling economic inclusion programs in similar contexts.
