NDBs in Mobilizing Private Capital for Net-Zero Transition
This policy brief discusses the untapped potential of national development banks (NDBs) in emerging and developing economies (EMDEs) to mobilize private capital and build markets for a net-zero world. The global economy needs a rapid shift to low-carbon growth by 2050, requiring massive investments in clean energy, but private investment is limited due to high capital costs, risk-adjusted returns, and a lack of bankable projects. NDBs, as the largest providers of climate finance in EMDEs, can play four key roles: mobilizing finance through green bonds and loan syndication, blending concessional finance, developing project pipelines, and influencing policy frameworks. However, access to international climate finance remains inadequate for many EMDE NDBs. The brief recommends that the G20 engage more substantively with EMDE NDBs, channel climate finance through them, and integrate them into national climate plans to accelerate the transition.
