Strengthening Income Stabilization through Social Protection in Emerging and Developing Economies: The Brazilian Experience
Social protection programs play a vital role in safeguarding household income and consumption during crises, especially through automatic stabilizers like unemployment benefits. However, most emerging and developing economies (EMDEs) lack these mechanisms due to high informality, limited administrative capacity, and weak social safety nets (SSNs). This forces reliance on discretionary measures, such as broad-based cash transfers, to cushion economic shocks.
Brazil's experience with the Auxilio Emergencial (AE) program during the COVID-19 pandemic demonstrates both strengths and limitations of SSNs. The program, launched in April 2020, provided cash transfers to millions, reaching about 60% of the population and helping stabilize incomes for lower-income households despite high fiscal costs (equivalent to over 4% of GDP in 2020). Success was attributed to pre-existing social registration infrastructure, digital tools for beneficiaries selection, and efficient implementation via the Caixa Econômica Federal and Dataprev partnerships.
Microsimulations show that while the pre-pandemic social protection system offered limited income stabilization (buffering only about one-quarter of income losses), AE significantly boosted disposable incomes during the pandemic. However, initial benefit levels were too generous, leading to excessive fiscal spending. A counterfactual scenario with lower benefits demonstrated that more cost-effective stabilization is possible while protecting vulnerable households.
Key elements required for effective SSN responses in EMDEs include:
- Robust information systems (universal IDs, integrated registries)
- Strong implementation capacity (administrative systems, digital payments)
- Coherent fiscal frameworks to create fiscal space
- Effective institutional coordination and clear roles
Brazil's AE program improved digital infrastructure and financial inclusion but faced challenges in targeting accuracy and policy coherence. Future efforts should focus on balancing rapid response capabilities with targeted resource allocation to maximize fiscal efficiency.
The Brazilian case highlights the importance of pre-crisis SSN infrastructure and the trade-offs policymakers face between stabilization effectiveness and fiscal sustainability.
