The European Banking Authority (EBA) is seeking a Finance Assistant to support financial transactions within the Finance and Procurement Unit. Main Responsibilities
The Finance Assistant will be responsible for:
- Registering third-party invoices and credit notes
- Processing legal entity files (LEF) and bank account files (BAF)
- Supporting the operational initiation of financial transactions (commitments, de-commitments, payment requests, budget transfers)
- Carrying out financial initiation of transactions
- Liaising with operational actors to monitor budget execution
- Assisting in budget planning
- Preparing budgetary and financial reports
- Contributing to the development and implementation of financial procedures
- Conducting periodic ex-post controls
- Assisting with EBA responses to audits
- Filing financial documents according to EBA rules
- Performing other tasks as required
Requirements
1. Eligibility Criteria
- Must be a national of an EU Member State or an EEA country (Iceland, Liechtenstein, Norway)
- Must be entitled to full citizen rights
- Must have fulfilled any military service obligations
- Must have thorough knowledge of one EU official language and satisfactory knowledge of another
- Must be physically fit for the role
2. Qualifications and Experience
- Education: Either post-secondary education (with a diploma) or secondary education (with a diploma allowing access to post-secondary education) plus at least 3 years of relevant professional experience
- Professional Experience:
- At least 4 years of full-time experience in finance if holding post-secondary education
- At least 7 years of full-time experience in finance if holding secondary education
- At least 2 years of experience in comparable positions (budget management, accounting, auditing)
3. Language Skills
- English: Excellent knowledge required (written and spoken)
- French: At least B2 level proficiency (advantageous)
4. Additional Advantages
- Excellent knowledge of MS Office (especially Excel and Word)
- Experience with ABAC workflow
- Experience in an EU/multicultural/international environment
Selection Procedure
The selection process includes:
- Written Tests: Conducted in English, assessing communication skills, job-related knowledge, and drafting abilities. Minimum score: 6/10
- Interview: In English, evaluating suitability, professional knowledge, and motivation. Minimum score: 6/10
- Total Score: Candidates must score at least 12/20 to be placed on the reserve list, valid until 31 December 2020
Appointment and Employment Conditions
- Contract Type: Fixed-term contract for 3 years, with a 9-month probation period and possible extension
- Estimated Start Date: 1 June 2019
- Function Group and Grade: FG III
- Estimated Monthly Basic Salary: €2,704.38

Conditions of Employment
