报告摘要
Turkey's social security reforms were enacted through Law No. 7438 and Decree Law No. 375, effective from 3 March 2023. These laws relax retirement age rules, lower eligibility ages to 58 for women and 60 for men, and increase minimum premium days to 7,000 (25 for men, 20 for women) for retirement benefits.
Key exceptions were introduced for individuals insured before 8 September 1999, allowing retirement without specific age requirements if other conditions are met. Severance payments are required for employees retiring due to employment termination.
Special provisions include separate pension rules for disabled individuals, public employees, military, police, and miners. Employers face additional costs for severance payments and administrative steps, such as notification obligations to the Social Security Institution (SGK). The reforms may impact expatriate employees, and professionals are advised to seek assistance for business implications.
