EES System Summary

Overview

The European Union will implement a new Entry/Exit System (EES) for non-EU travelers effective in early 2022. This automated information technology system aims to replace manual passport stamping with digital registration.

Key Features

• Registers visa holders and visa-exempt travelers each time an EU external border is crossed, recording details such as name, travel document, biometric data, and entry/exit points.
• Tracks refusals of entry to enhance security and monitoring.

Purpose

• Modernizes border security measures in the Schengen Area and improves access to information on non-EU travelers.
• Helps prevent irregular migration and detect document fraud, providing quicker and more convenient border controls.

Implementation

• Expected to come into force in the first half of 2022.
• Applies only to third-country nationals traveling to the EU at external borders; individuals already residing in the Schengen Area are exempt.

Data Storage and Accessibility

• Data, including identity and biometric information, is stored for 3 years for compliant travelers and 5 years for overstays.
• Authorized authorities can access data for border control, visa issuance, and migration management, including law enforcement for terrorism and crime investigations.

Related Systems

• The EES is part of the Smart Borders Package and links to the ETIAS visa waiver program, which will require ETIAS authorizations for visa-exempt travelers by late 2022.
