Monetary Policy and Economic Developments
Summary of Monetary Policy Report (February 2015)
- The labor market improved further in late 2014 and early 2015, with monthly payroll job gains averaging around 280,000 and the unemployment rate falling to 5.7 percent.
- Despite this progress, the unemployment rate is still above the FOMC's long-run normal level, and wage growth remains slow.
- A sharp drop in crude oil prices since mid-2014 has exerted downward pressure on overall inflation, with the PCE price index rising only 0.75 percent in the 12 months ending in December 2014, below the 2 percent long-run goal.
- Real GDP growth in the second half of 2014 was strong at 3.75 percent, up from 1.25 percent in the first half, driven by accommodative monetary policy, improved consumer and business confidence, and increased purchasing power due to lower oil prices.
- However, GDP growth was partially offset by sluggish foreign growth and a strong U.S. dollar, which reduced net exports.
- Financial conditions in the U.S. remained supportive of economic growth, with lower interest rates and continued credit availability.
- The FOMC concluded its asset purchase program in October 2014, citing improved labor market conditions and a strong underlying economy, but continued to maintain accommodative monetary policy.
Key Points from the Report
- The FOMC expects that economic activity and labor market conditions will continue to improve, with inflation gradually rising toward the 2 percent target as the labor market strengthens and transitory effects of lower energy prices dissipate.
- The FOMC emphasized a data-dependent approach to monetary policy, indicating that it would be patient in normalizing policy if the progress toward its goals is slower than expected.
- The FOMC also stated that it would consider the broader set of indicators in determining how long to maintain the current target range for the federal funds rate.
Financial Stability
- The U.S. financial system remained moderately vulnerable to instability, primarily due to low-to-moderate leverage and maturity transformation.
- Asset valuation pressures eased somewhat, but remained notable in certain sectors.
- The banking sector's capital and liquidity positions improved further, with the FOMC and other agencies finalizing or proposing additional rules under the Dodd-Frank Act to strengthen financial resilience.
