WHO SIDS High-level Technical Meeting on NCDs and Mental Health

• Date: 17–18 January 2023 (Hybrid format)
• Context: Preparatory meeting for the WHO SIDS Ministerial Conference on NCDs and Mental Health, scheduled for 14–15 June 2023.
  • Purpose: To build political momentum for the June conference, advance domestic action within SIDS on NCDs and mental health, share experiences and identify feasible adaptations for wider application by 2030, and provide input for the June Ministerial Conference including its outcome document.
  • Significance: Supports the 2nd UN GA High-level Meeting on UHC (2023) and the 4th High-level Meeting on NCDs (2025). Draws upon commitments from SAMOA Pathway, resolutions, the WHO World Mental Health Report, and previous progress reports.
• Immediate Opportunity: To leverage cooperation through an interactive format, including panel discussions, technical sessions, and working groups, with the goal of achieving concrete additional actions.
• Participants: Senior government representatives (health and related sectors), regional bodies, UN/International Organizations (WHO co-host), civil society, eminent persons, persons living with NCDs/mental health conditions.
  • WHO Member State SIDS (Regional Offices): Defined lists in AFRO/AMRO/EMRO/SEARO/WPRO.
  • Associate Members: Defined lists in AMRO/WPRO.
  • Partners: Persons with lived experience, key partners (Japan, New Zealand, UK, US), AOSIS, CARICOM, Pacific Islands Forum, ACP, CARPHA, etc., Academia, Philanthropic organizations, Private sector, Associated UN agencies.
• Modality: The meeting is co-hosted by Barbados and WHO/PAHO.
• Organizational Structure: Jointly developed by the Barbados Ministry of Health and Wellness and WHO.
  • High-level Steering Committee: Political & strategic guidance. Co-chaired by Barbados Minister of Health and WHO Deputy Director-General. Includes Secretariat and sub-committees.
  • Programme Committee: Operational planning and coordination. Co-chaired by Barbados Government and WHO/PAHO Country Office Director. Includes Secretariat.
• Outcome: A report, produced by WHO, summarizing discussions and inputs to inform the June 2023 Ministerial Conference.
