FY 2024 Benin Country Opinion Survey Report Summary
Acknowledgements
The Benin Country Opinion Survey was conducted by the World Bank Group Business Intelligence (BI) team, in collaboration with the Benin country team and CEFORP. Gratitude is extended to Yulia Danilina, Jessica Cameron, Nan Lin, and Sofya Gubaydullina for design and oversight, and Noreen Wambui, Irina Popova for data support.
Objectives
- Understand stakeholders' perceptions of the WBG in Benin.
- Assess familiarity, trust, effectiveness, relevance, alignment, and communication.
Key Findings Overview

Familiarity & Trust Decline: Mean familiarity dropped from 7.0 (FY21) to 5.0 (FY24). Trust ratings also markedly decreased, with private sector and academia rating trust lower (mean 4.5). Comparison with other institutions (UN, EU) showed unchanged high familiarity with WBG.

Performance Indicators:
- Effectiveness, relevance, and alignment ratings have significantly declined.
- Stakeholders from government institutions, local government, and bilateral agencies rated WBG highest; private sector and academia rated lowest.

Collaboration:
- Survey preference for collaboration increased with local government and private sector.
- WBG effectiveness in collaborating with private sector and civil society rated lower than with national government or other agencies.

Development Priorities:
- Highest priority: Agriculture/Food Security (73%), followed by Education (55%), Water/Sanitation (44%), and Energy.
- Results-focused and localized interventions were key suggestions for enhancement.

Financial Instruments & Knowledge Work:
- Respondents valued financial resources most, followed by technical assistance and capacity building.
- Usage of knowledge work (e.g., workshops, training) was high, with 55% using WBG resources. Impact perception declined.

Communication & Outreach:
- Preferred channels: Events/conferences, e-newsletters.
- TV was the most common source for recent mentions of WBG, primarily focusing on food security and climate change.

Climate Change Impact: 79% of respondents expressed high concern about climate change impacts, primarily decreased crop yields, heatwaves, and food insecurity.
Stakeholder Comparisons:
- Academia and private sector showed lower familiarity and higher criticism rates.
- Respondents with prior WBG collaboration had higher familiarity and more positive perceptions.
Recommendations
- Enhance collaboration with local government and private sector.
- Tailor communications specifically to climate concerns and focus on localized solutions.
- Improve outreach to academia and private sector to enhance familiarity and perceived effectiveness.
