Development assistance can play a catalytic role in mobilizing resources, especially for large-scale investments in infrastructure or treatment programs. Other innovative mechanisms include financing public goods and leveraging regional and international collaborations.

Domestic Financing Focus: Public spending should be prioritized, with taxes like excise duties on tobacco or sugary products generating funds efficiently. Governments need to strengthen fiscal spaces to reduce reliance on vulnerable households.

Development Assistance Role: DAH can complement domestic efforts by providing initial support, fostering policy reforms, and enabling catalytic investments. However, sustainability requires phasing towards domestic funding.
