Summary of New and Renewable Energy Safety Management Laws and Technical Standards in the Republic of Korea and ASEAN
This report analyzes the electrical safety management systems and technical standards for new and renewable energy (RE) in the Republic of Korea and the Association of Southeast Asian Nations (ASEAN). The Republic of Korea's framework is characterized by a dedicated Electrical Safety Management Act and long-term Master Plans, which establish a comprehensive system for preventing disasters, enforcing periodic inspections, and promoting safety culture. Korea's approach includes detailed technical codes (e.g., Korea Electric Code and Korea Electric Safety Code), mandatory pre-operation and periodic inspections for electrical facilities, and specialized roles for the Korea Electrical Safety Corporation (KESCO) to ensure public safety. In contrast, ASEAN exhibits significant heterogeneity in RE development, regulatory frameworks, and grid infrastructure, leading to gaps in safety management. Key challenges include fragmented governance, inconsistent application of international standards (e.g., IEC vs. local variations), and limitations in grid modernization, especially in weak grids. Case studies from Indonesia and Cambodia highlight practical enforcement difficulties, such as insufficient inspections and lack of standardized protocols. The report recommends strengthening national legal frameworks, aligning standards harmonization, implementing risk-based inspections, and fostering regional cooperation, potentially via a proposed ACE-KESCO collaboration program, to enhance safety and support the energy transition.
