Respiratory Pathogens Pandemic Preparedness Planning Summary

Purpose

The World Health Organization (WHO) is launching a consultative process to update guidance, tools, and training materials for pandemic preparedness planning specifically for respiratory pathogens. This initiative is in response to requests from Member States under resolutions WHA74.7 and WHA58.5. The updated resources will be compiled into a Respiratory Pathogen Pandemic Resource Pack (R-PRP), which aims to support a harmonized, global approach to planning for future pandemics caused by respiratory pathogens. The R-PRP will:

• Incorporate lessons learned from past respiratory pathogen outbreaks, such as influenza, MERS-CoV, and SARS-CoV-2.
• Provide a broader focus on respiratory pathogens, with pathogen-specific elements where necessary.
• Utilize new engagement modalities to enhance partner collaboration and shared learning.
• Build on current momentum to improve national capacities for pandemic preparedness and response.

Scope

WHO is establishing an Informal Respiratory Pathogens Partners Engagement Forum (R-PEF) to strengthen networking and coordination among stakeholders involved in respiratory pathogen pandemic preparedness. The forum will:

• Facilitate information exchange on planned activities, lessons learned, gaps, and needs.
• Focus on common elements of respiratory pathogen preparedness.
• Not provide advice or input for the setting of norms and standards.

Frequency of Meetings

The R-PEF will meet virtually every two months throughout 2022, with the possibility of additional ad hoc meetings as needed. WHO may extend the forum into 2023 depending on the progress of the R-PRP. WHO will act as the Secretariat for the R-PEF and will be responsible for hosting all virtual meetings.

Participation

The R-PEF is open to partners from the following entities:

• Academic institutions
• Institutions with international capacity-strengthening programs
• Intergovernmental organizations
• Non-governmental organizations
• Donors/prospective donors
• Philanthropic foundations

To participate, entities must have a planned or existing portfolio of work in pandemic preparedness planning or response for respiratory pathogens. Interested institutions must submit an expression of interest to PRET@who.int, including:

1. A statement of previous work or anticipated activities related to respiratory pathogen preparedness planning (under 150 words)
2. The designated focal point's name, title, and email contact

Way of Work

WHO will convene the informal meetings of the R-PEF. The organization retains full discretion in:

• Accepting or rejecting expressions of interest from partners.
• Annuling the open call process and rejecting all expressions of interest at any time, without liability or obligation to inform the affected parties.
• Deciding whether to proceed with the R-PEF, change its approach, or disband it.

WHO will not be required to disclose or discuss the assessment process for participation or provide reasons for not selecting a partner. This ensures flexibility and autonomy in managing the forum's operations and engagement strategy.
