Challenges remain in consumer engagement for digital projects, barriers for aggregators entering electricity markets (regulatory restrictions, practices preventing consumer contracts with new actors), and interoperability across blockchain solutions and existing legacy systems.

Policy is advised to create frameworks allowing for more robust energy data management, define decentralized district responsibilities clearly, promote stronger authentication solutions, design robust energy data hubs with clear access rules, balance consumer empowerment with protection, develop pro-innovation legal frameworks.

Technical recommendations include assessing blockchain architecture for grid management to improve safety certification, improving sustainability analyses covering both cost/benefit and energy mix impacts, promoting standardized and interoperable smart metering infrastructure for blockchain adoption, and enhancing cybersecurity measures for blockchain core infra and IoT devices.
