Introduction

The COVID-19 pandemic has significantly reversed progress toward the Sustainable Development Goals (SDGs) in Asia-Pacific, exacerbating inequalities, poverty, and environmental challenges. This report outlines key factors influencing recovery and priorities for actions to build inclusive, resilient societies aligned with the 2030 Agenda.

Key Challenges

1. Economic and Social Vulnerabilities

• K-Shaped Recovery: Uneven economic recovery, with richer nations recovering faster than poorer countries.
• Poverty and Inequality: Nearly 90 million pushed into extreme poverty; income inequality widened (Gini coefficient increase of 0.3 points).
• Economic Structure: High informality (68.2% of jobs in the region), reliance on tourism, and limited access to vaccines hindered recovery.

2. Environmental Risks

• SDG Setbacks: SDGs 13 (climate action), 14 (life below water), and 15 (life on land) saw regression due to reduced conservation efforts and increased pollution.
• Green Recovery: Only 1.4% of recovery spending was allocated to natural capital investment.

Policy Priorities for Inclusive Recovery

1. Inclusion: Social Protection and Quality Education

• Strengthen universal social protection systems through integrated programmes (e.g., Mongolia’s Child Money Programme).
• Expand access to quality education via hybrid models, address digital divides, and support vulnerable learners.

1. Raising Ambition in National Recovery Strategies

• Ensure recovery strategies align with SDGs and Paris Agreement commitments; leverage regional mechanisms for monitoring and implementation.

2. Re-invigorating Finance for Sustainable Development

• Mobilize public and private finance through thematic bonds, SDG-aligned taxonomies, and fiscal reforms (e.g., carbon pricing).

3. Strengthening Regional Cooperation

• Enhance collaboration on vaccine access, biodiversity protection, and financing mechanisms (e.g., Debt Service Suspension Initiative, BIOFIN).
