Financial mechanisms: All three countries activated contingency funds, with Viet Nam ensuring at least 30% of budget allocation for preventive healthcare.
Leadership and cross-border coordination: Strong central leadership guided swift policy adaptation, and transparent communication fostered public trust.
Common lessons learned: These include leveraging existing infrastructure, ensuring robust surveillance systems, community involvement in strategies, clear risk communication channels, strategic allocation of financial resources, decisive implementation of nonpharmaceutical interventions, and cross-border collaboration.
Way forward: Scale up investments in preparedness, enhance primary healthcare for pandemic response, ensure equitable vaccine distribution, and promote multi-sectoral collaboration at national and local levels.
