报告摘要
Policy Research Working Paper 11006 Summary
Analysis of greenfield investment announcements (2015-2023) indicates that US multinational corporations intensified reshoring and nearshoring activities in response to geopolitical shocks (US-China trade tensions, COVID-19, Russia-Ukraine invasion). While limited evidence supports friend-shoring, the same-country dummy variable became statistically significant and increased significantly post-COVID-19, particularly after Russia's invasion of Ukraine. This shift is concurrent with policies like the Inflation Reduction Act encouraging domestic content. The study further shows this trend is mirrored in job creation, with a doubling of direct jobs in the US and neighboring countries following these shocks. These findings quantify the home bias in US greenfield investment, influenced by geopolitical risks and domestic incentives.
