• Afghanistan Focus: Recent conflict escalation and funding pauses for the national health system significantly complicated operations. HeRAMS was rapidly implemented in collaboration with health actors, covering over 2500 facilities across 34 provinces by year-end. Key achievements included establishing a baseline essential health service assessment, creating a live Master Facility List (MFL) for the national health information system, and demonstrating efficient remote implementation.
• New Implementations: HeRAMS projects were initiated or finalized in Mali, Northeast Nigeria, the Central African Republic, Pakistan (Balochistan), and the Philippines (Mindanao), often targeting emergency response contexts.
• Platform Developments: Significant technical advancements were made, including developing a MFL module for inter-system data sharing and improving the survey builder for better offline/mobile capabilities. Registered users nearly doubled (from 3452 to 5181). Workflow improvements for better country-level coordination and accountability were also implemented.
• Normative Developments: Substantial progress was made on the HeRAMS Strategic Framework, defining organizational roles. The implementation guide was finalized for 2022. Other operational standards, like the standard implementation plan/budget, were developed to support ongoing and new projects, complementing the full normative pack set for 2022 publication.
• Capacity Building & Community of Practice: Capacities were strengthened through workshops in countries with existing projects (Afghanistan, OPT, Pakistan, Somalia) and regional capacity building (EMRO). A detailed model for coordinating responsibilities across global, regional, and country levels was developed, initially for EMRO.
• Partnerships & Collaborations: Partnerships with health clusters in emergencies and development partners were maintained. A long-term agreement was signed with the University of Geneva to develop geospatial models using HeRAMS data, enhancing data usability and decision-making for health planning.
