Membership Structure

Classes of Membership

There are four (4) classes of membership:

1. Regular Members: Entities primarily engaged in electrical power, communications, or controls contracting with a permanent place of business.
2. Honorary Members: Individuals elected by the Board of Governors for distinguished service to the industry.
3. Veteran Members: Individuals who have represented a Regular Member for at least 15 years and are no longer in the electrical contracting business.
4. Individual Members: Individuals or entities that meet Regular Membership criteria but are not accepted into a Chapter or have been denied continuation in a Chapter.

The Board of Governors may establish additional classes.

Membership Voting

• Regular Members in good standing may vote by ballot based on their "manhours" from the prior calendar year:
  • 1 to 75,000 manhours: 1 vote
  • 75,001 to 150,000 manhours: 2 votes
  • Over 150,000 manhours: 3 votes
• Each Regular Member designates an accredited representative to act on their behalf.
• Members may resign by written notice, and reinstatement requires approval after a two-year gap.

Dues and Service Charges

• Annual dues are due on April 1st of each year.
• Dues delinquency:
  • 60 days overdue: Member is notified and suspended.
  • 90 days overdue: Member is dropped from the roll.
• Service charges are calculated as 2/10% of the "productive electrical payroll" for work in the U.S.
• Joint ventures are responsible for shared dues and service charges.
• Discounts:
  • 10% for groups of 10 or more under common control.
  • 25% for members with 25 or more entities under common control.
• Temporary Members pay dues based on the Chapter's schedule and have limited rights.

Chapters

Chapter Types

There are four (4) types of Chapters:

1. Chartered Chapters: Autonomous, with defined territories and governance.
2. Sponsored Chapters: Organized by the Association, with limited autonomy.
3. International Chapters: Operate outside the U.S. and are governed by the Executive Committee.
4. Student Chapters: Focused on educating students and fostering academic-industry relationships.

Chapter Requirements

• Chapters must comply with NECA's Bylaws and be approved by the Association.
• They must maintain a minimum of 5 dues-paying members.
• They must include "NECA" in their name and file incorporation documents.
• Chapters must report labor agreements and statistical data to the Association.
• They are responsible for their members' dues and service charges.

Chapter Affiliation and Disaffiliation

• Chapters may be suspended, revoked, or disaffiliated for violations of bylaws, policies, or laws.
• Disaffiliation requires 30 days' written notice via Registered Mail and settlement of all debts.
• Chapter Appeals are allowed within 30 days of notification.

Governance Structure

Board of Governors

• The Board of Governors is the ultimate governing body of NECA.
• Composed of:
  • One Governor per Chartered Chapter.
  • The President of NECA.
  • District Vice Presidents.
  • The Vice President At Large.
• Quorum is a majority of all Governors.
• Meetings:
  • Regular meetings held between September 1 and December 15.
  • Special meetings called by the President upon request of 35% of Governors or a majority of the Executive Committee.
• Ballot Voting:
  • Based on manhours, with limitations for labor-related votes.
  • President, District Vice Presidents, and Vice President At Large each have one vote.
• Voice Voting is used for most decisions, with the option for ballot votes on certain matters.
• Alternates may be selected to represent Chapters at Board meetings.

Executive Committee

• The Executive Committee acts on behalf of the Association between Board meetings.
