4. Final Draft of BTS on Own Funds
- Four sets of final draft technical standards (RTS and ITS) on own funds were submitted.
- The EU Commission raised concerns about two Q&A answers and requested a delay for further discussion.
- The BoS endorsed the standards by qualified majority and approved the Q&A for publication, except for two items.
5. Final Draft of ITS on Supervisory Reporting
- The ITS package on supervisory reporting was approved by qualified majority.
- A separate approval process for Data Point Modelling (DPM) and validation formulae related to liquidity reporting was planned for the following week.
6. Draft RTS on Credit Risk Adjustments
- The draft RTS was based on the CRR Article 110 (4) (Commission's proposal).
- It was endorsed by qualified majority.
- The draft will be submitted to the EU Commission within one month of the CRR's entry into force.
7. Draft CP and ITS on Supervisory Disclosure
- The draft ITS and CP on supervisory disclosure were approved for public consultation.
- The public consultation period was planned for August–October 2013, with a public hearing suggested for 29 July 2013.
8. Workshop on Proportionality
- A workshop on proportionality in CRIV/CRR information was planned for 22 October 2013.
- BoS members suggested involving other stakeholders, clarifying the proportionality message, and defining areas for assessment.
- The Chairperson emphasized the need for industry dialogue and a full discussion on proportionality in December 2013.
9. High Earners Data Collection
- BoS members agreed to publish aggregated data on high earners, including averages and ratios.
- Data corrections were to be submitted by 8 July 2013.
- The EU Commission confirmed the legal obligation to publish and supported the transparency.
10. Market Risk Consultation Papers
- The Consultation Paper on CVA Proxy Spreads was approved for consultation.
- The Consultation Paper on Prudent Valuation and QIS templates was also approved, with a public hearing planned for 29 July 2013.
11. Issues Note on Draft RTS on Geographical Location of Exposures
- This was the first BTS related to macroprudential tools.
- The BoS agreed to a written procedure with a Consultative Paper by the end of July 2013.
- The policy recommendation focused on maintaining a nominal floor of core tier 1 capital.
12. Transparency Strategy
- The Transparency Strategy was approved by the BoS.
- Concerns were raised about avoiding EBA becoming an accounting standard setter and the need for concrete deliverables.
- The Chairperson requested national experts to assist in the strategy's implementation.
13. IT Strategy Progress Report

14. TCOR Update

- A proposal for RWA-related disclosure was endorsed, with a short-term disclosure exercise planned to be merged with the 2013 transparency exercise.
- Phase 2 of TCOR work on SME Residential Mortgages was approved.
15. Reports from Committees
- The Review Panel Progress Report was approved.
- On-site visits to NSAs were agreed upon to assess stress testing practices, despite some reservations from panel members.
