Summary of One Health Joint Plan of Action Activities by WHO Regions
Action Track 1: Enhancing One Health Capacities and Evaluation
WHO regions implemented various activities to strengthen One Health capacities. AFRO conducted Joint External Evaluations (JEE) in 46 countries, developed National Action Plans for Health Security (NAPHS), and supported health systems via the International Health Regulations. AMRO/PAHO focused on multidisciplinary approaches for antimicrobial resistance (AMR) and zoonotic diseases, with guidelines and risk mappings. EMRO adopted an OH Operational framework and collaborated with partners on surveillance and capacity building. EURO emphasized IHR coordination, IHR-PVS National Bridging Workshops, and technical support for OH implementation. SEARO-WPRO advanced OH education through curricula and supported advocacy and coordination for global health security.
Action Track 2: Reducing Risks from Emerging and Re-emerging Zoonotic Pandemics
Activities involved risk prioritization and surveillance networks. AFRO mapped endemic diseases, conducted JEE for zoonotic threats, and organized rapid response teams. AMRO/PAHO continued rabies elimination programs and established coordination mechanisms for avian influenza and other diseases. EMRO supported countries for zoonotic disease control, such as Rift Valley fever, and fostered tripartite initiatives. EURO provided technical assistance on vector surveillance and zoonotic outbreaks, while SEARO-WPRO managed the Asia-Pacific Strategy for Emerging Diseases and organized ministerial conferences.
Action Track 3: Controlling and Eliminating Zoonotic, Neglected Tropical and Vector-Borne Diseases
Key efforts included rabies and vector control. AFRO prioritized communication for neglected diseases and enhanced case management. AMRO/PAHO advanced rabies elimination tools and conducted training on Integrated Vector Management. EMRO supported Jordan and Somalia on rabies priorities and vector mapping. EURO strengthened regional frameworks for diseases like schistosomiasis and leptospirosis, while SEARO-WPRO eliminated Brugia malayi in domestic animals and promoted global collaboration.
Action Track 4: Strengthening Food Safety
Region-wide participation in Codex Alimentarius and foodborne risk reduction occurred. AFRO enhanced food safety networks and response plans, supported by legal decrees. AMRO/PAHO focused on Codex participation and outbreak communication. EMRO integrated food safety into health programs and received CDC support. EURO trained on biological outbreaks and Codex implementation, while SEARO-WPRO coordinated bi-regionally on foodborne parasitic zoonoses and celebrated World Food Safety Day.
Action Track 5: Curbing Antimicrobial Resistance (AMR) through OH Approach
Multisectoral collaboration was key. AFRO supported AMR costing tools and NAPs, while AMRO/PAHO advanced OH skills training and surveillance. EMRO endorsed the Muscat Manifesto for AMR reduction and strengthened surveillance. EURO published OH guidelines for AMR in food chains. SEARO-WPRO organized webinars and supported MPTF projects for ESBL-E. coli monitoring across sectors.
Action Track 6: Integrating Environment into One Health
Environments were integrated into health strategies. AFRO prioritized climate-sensitive diseases and health declarations. EMRO supported UNEP and PAHO on climate health, with regional OH side events. EURO addressed ecosystem impacts, OH through environmental determinants. SEARO-WPRO hosted forums on environmental health and biodiversity, enhancing global cooperation.
