报告摘要
Canada's climate plan involves raising the federal carbon levy to C$170/tonne by 2030 and increasing the emission reduction target to 40%-45% below 2005 levels. Analysis, using the Canada Provincial Territorial Model (CPTM) and Global Economic Model (GEM), suggests this will reduce energy emissions by 25% (136 million tonnes) but results in a 1.9% GDP decline by 2030. Carbon-intensive sectors, such as petroleum and oil extraction, face severe impacts, with Alberta and Saskatchewan experiencing significant GDP drops due to reduced oil output and global demand shifts. While higher carbon prices and complementary measures like energy efficiency and renewables are proposed to meet targets, the current plan falls short economically and environmentally, underscoring the need for stronger policies and earlier actions.
