This report analyzes the Federal Data Strategy (FDS) and concludes that it has become stagnant due to:

Key Challenges

• Mission Disconnect: The FDS does not clearly link its principles/practices to government-wide or agency-level mission outcomes, limiting its impact.
• Implementation Stalling: OMB has failed to release updates to Action Plans, creating a leadership vacuum and hindering strategy-driven progress.
• Generic Framework: Annual Action Plans lack specificity, resulting in inefficient agency implementation due to low guidance clarity.
• Weak Governance: The Federal Data Policy Committee has not functioned effectively to advance the strategy.

Recommendations

1. Revise the Strategy: Align principles and practices with mission outcomes, involving agencies through a two-tiered Action Plan development process.
2. Establish a Federal CDO: Create a Chief Data Officer position within OMB to guide agencies and elevate the strategy's priority.
3. Publish Progress Tracker: Develop annual scorecards to monitor implementation performance and mission alignment.
4. Strengthen OMB Oversight: Fully activate the Federal Data Policy Committee to provide critical guidance and standards.
5. Boost Funding and Authority: Grant agencies additional budget flexibility and staff resources to support strategy implementation.

The FDS requires fundamental revision to better integrate strategic principles with government missions and ensure effective execution.
