This paper serves as an input for regional expert consultations to advise WHO Secretariat on scientific knowledge, evidence, and regional experiences for the prevention and control of noncommunicable diseases (NCDs). Based on decision WHA74(10), the mandate is to develop and recommend an implementation roadmap for the Global Action Plan 2013–2030, to be considered by Member States.

NCDs cause increasing mortality and morbidity globally, with slow progress in prevention and control. WHO data (Global Health Estimates 2020) show that NCDs account for 74% of global deaths, and disruptions from COVID-19, such as scaling back services, have exacerbated health risks. Efforts must align with Universal Health Coverage (UHC) and Primary Health Care (PHC) agendas.

The roadmap aims to encourage Member States to accelerate progress and reorient domestic action plans by 2023, enabling sustainable achievement of extended global targets by 2030. It provides measurable added value and supports response to new developments like recovery from COVID-19 and integration into UHC.

The roadmap is a technical product drawing on WHO recommended interventions and aligns with updated NCD Global Monitoring Framework (GMF) targets extended to 2030. It incorporates elements from WHO GPW13, UHC, PHC expansion, and new global commitments on air pollution and mental health. A web-tool for cost-effective intervention prioritization and an NCD dashboard will support implementation.

Understand drivers and trajectories: Evaluate progress on risk factors and mortality indicators to prioritize interventions based on national contexts.
Scale up impactful interventions: Develop and deploy evidence-based interventions, including WHO Best Buys, through engagement of political, private sector, and community actors, while integrating digital solutions and innovations.
Ensure data for decision-making: Strengthen monitoring systems, surveillance, and reporting to track progress and accountability for NCDs, aligning with global and national frameworks.

Member States: Assess domestic implementation against global targets, identify high-impact interventions, and strengthen NCD monitoring systems in 2022.
International Partners: Assist WHO in developing and implementing the roadmap, including supporting country efforts.
WHO Secretariat: Finalize the roadmap by end-2022, develop a dashboard, propose updates to the action plan, align with other global initiatives (e.g., UHC, Mental Health Action Plan), and support financing, workforce, and research for NCDs.

Address inequities, sustainable financing, and COVID-19 recovery through multisectoral actions and inclusive policies to ensure UHC and timely implementation.

Extended targets for reduced NCD mortality and risk factors by 2030, with alignment to SDG3.4 and global health priorities. The roadmap emphasizes collaboration and integrated approaches to overcome barriers and leverage opportunities for progress.
