• FIFA's right to intervene: FIFA may appeal decisions in cases of racist abuse or intervene if a Member Association fails to properly investigate and prosecute such incidents, as outlined in Article 30 paragraphs 6 and 8.

• Member Associations' obligations: Member Associations must incorporate the principles of Article 15 into their own disciplinary regulations by 31 December 2025.

2. Other Amendments

• Clearer provisions for insolvency and debt recovery: The updated FDC includes clearer rules to address challenges faced by creditors during insolvency and bankruptcy proceedings in football, including the obligation of debtors to notify creditors promptly and the requirement for creditors to remain vigilant in enforcing their legal claims.

• Renaming of "Integrity Experts": The role of "Integrity Experts" has been renamed to "Disciplinary and Ethics Prosecutors" to reflect their expanded responsibilities and formal authority, aligning with FIFA's efforts to ensure judicial fairness and integrity.

• Minor amendments: Additional changes have been made to articles 21, 45, 57, 58, 61 and 70 to align with other FIFA regulations and incorporate best practices, ensuring legal certainty and efficient proceedings.

3. Scope and Application of the Code

• The FDC applies to all matches and competitions organized by FIFA and those in association football not under the jurisdiction of confederations or member associations, unless otherwise stated.

• It also applies to any breach of FIFA's statutory objectives or other FIFA rules not under the jurisdiction of other FIFA bodies.

• The Code covers natural and legal persons, including member associations, clubs, players, officials, match officials, agents, and any other person carrying out a function on behalf of these entities.

• The Code applies to all disciplinary offences committed after its implementation, as well as those committed before, subject to the previous rules’ milder sanctions.

4. Applicable Law

• Decisions by FIFA judicial bodies are primarily based on FIFA Statutes, regulations, directives, guidelines, circulars, and the Laws of the Game.

• Subsidiarily, Swiss law or any other law deemed applicable by the judicial body may be used.

5. Disciplinary Measures

• General measures: Warnings, reprimands, fines, return of awards, withdrawal of titles, and financial obligations.

• Natural persons: Suspension from matches, ban from dressing rooms or team benches, ban from football-related activities, community football service, and suspension or withdrawal of agent licenses.

• Legal persons: Ban on registering new players, playing matches without spectators, limited spectators, neutral territory, ban on playing in a stadium, annulment of match results, deduction of points, relegation, expulsion, forfeit, replay of a match, and implementation of prevention plans.

• Fines: General fines range from CHF 100 to CHF 1,000,000, but may exceed this range for specific provisions. Member associations and clubs are jointly liable for fines against their players and officials.

6. Directives and Responsibility

• Directives: These require affected parties to behave in a certain manner and may include instructions on how to carry out disciplinary measures, including dates and conditions.

• Compensation: FIFA judicial bodies may award compensation for damage caused by associations or clubs.

• Responsibility: Infringements are punishable regardless of whether they are deliberate or negligent. Clubs and associations may be held responsible for the behavior of their members, players, officials, or supporters. Attempts and inducements to commit infringements are also punishable.

7. Referee Decisions and Limitation Periods

• Referee decisions on the field are final and cannot be reviewed by FIFA judicial bodies.

• In cases of obvious errors (e.g., mistaken identity), FIFA judicial bodies may review the disciplinary consequences.

• Limitation periods:

  • 2 years for match-related infringements.
  • 10 years for anti-doping violations, international transfers involving minors, and match manipulation.
  • 5 years for all other offences.

• These periods are interrupted by procedural acts and restart with each interruption.

8. Duty to Report and Collaborate

• All parties subject to the FDC must report any violation or attempted violation immediately to the Disciplinary Committee.

• Unfounded or irresponsible accusations may result in sanctions.

• Parties must act in good faith and collaborate with FIFA bodies to establish the facts, comply with information requests, and provide evidence.

• If parties fail to collaborate, the judicial body may still make a decision based on the available file.

• The new provisions are expected to create a fairer and more respectful environment in football.
