Summary of "Building the Right Skills for Human Capital: Education, Skills, and Productivity in the Kyrgyz Republic"
This report highlights key challenges and opportunities for human capital development in the Kyrgyz Republic, based on a 2019 skills survey. Most employed adults in the country rely on foundational skills (reading, writing, numeracy, and basic ICT) for their jobs, with higher-skilled individuals earning greater wages. However, a significant portion of the adult population lacks these essential skills.
Key Challenges
- Low Skill Proficiency: More than half of adults (59%) scored at or below basic proficiency in literacy, and an equal percentage (60%) performed poorly in numeracy. Only 10% achieved high proficiency in these skills. Similarly, 98% scored basic or below in Problem-Solving in Technology-Rich Environments (PSTRE).
- Education-Education Gap: While education levels correlate with higher skill scores, completion of even tertiary education does not guarantee adequate literacy, numeracy, or PSTRE skills.
- Inequities Across Demographics: Urban residents outperformed rural counterparts in skills. Individuals with tertiary education showed modest skill improvements, but two-thirds still lacked basic literacy and numeracy. Foreign-born adults scored higher than native-born.
- COVID-19 Impact: The pandemic disrupted learning, risked widening skill gaps, and hindered workforce development efforts.
International Context
Compared to OECD and European and Central Asian countries, the Kyrgyz Republic faces significantly worse outcomes in adult skills acquisition.

- Early Childhood Education: Expand access and improve quality to build foundational skills, including socioemotional learning.
- Curriculum Reform: Shift from memorization to competency-based assessments emphasizing understanding, critical thinking, and application. Integrate digital literacy into curricula.
- Teacher Development: Enhance teacher training to address skill deficiencies, particularly in basic literacy, numeracy, and PSTRE. Use competency frameworks to guide professional growth.
- Lifelong Learning: Foster skills maintenance and improvement in the workplace and through adult education programs, integrating e-learning solutions supported by ICT infrastructure.
- Policy Integration: Align education with evolving labor market needs; develop relevant curricula for secondary and tertiary education, including vocational training.
The report underscores that improving the quality of education and skills is crucial for sustainable growth, productivity, and inclusive economic development. Proactive policies can help narrow the skills gap, reduce informality, and enhance human capital formation.
